Policy S16: Written design statements for "significant development proposals"

Applicants for "significant development proposals" will be required to submit short written design statements describing how the proposed development responds to Policy S15 and describing its siting, layout, heights, massing and architectural style in relation to the following matters, as far as each is relevant:

1. The character of the surrounding area, adjoining spaces and buildings.
2. Views outwards from the site, inward views of the site and its skyline silhouette and prominence.
3. Landscape and nature conservation characteristics and features in and surrounding the site.
4. Adjoining structures, their roof, parapet and storey height lines and established building lines.
5. The design concept and manner in which the proposed development:
   1. relates to its surroundings in character, massing and proportions, detailing, design and materials
   2. achieves an overall design quality and composition rather than fragmented building disposition.
6. Site circulation, with especial reference to pedestrian and cycle movement and linkages.
7. The contribution of the proposal to the enhancement and protection of a Conservation Area or any listed building to which it relates.
8. Crime prevention and security measures incorporated in the proposals.
9. The manner in which the proposal conforms with the principle of sustainable development.
10. Conformity with any relevant Supplementary Planning Guidance.
