Transport

The A53, part of the primary road network, runs through the Parish. Local people have strongly held concerns about the amount and nature of traffic passing through villages in the Parish, particularly, Whitmore and Baldwins Gate.

Roadside cottage at WhitmoreNational Policy Guidance Note 13 – Transport: sets out the Government's policy to achieve sustainable transport objectives. The objectives of this guidance are to integrate planning and transport at the national, regional, strategic and local level to:

  • Promote more sustainable transport choices for both people and for moving freight;
  • Promote accessibility to jobs, shopping, leisure facilities and services by public transport, walking and cycling,
  • Reduce the need to travel, especially by car.

Both the Staffordshire County Structure Plan and the Newcastle-under-Lyme Local Plan apply the same objectives of sustainable transport and contain policies and proposals, which aim to achieve these at the local level. The County Council has also prepared in co-operation with the Staffordshire District Councils the "Staffordshire Residential Road Design Guide 2000", which sets out detail design guidance to improve the quality of the environment of new residential areas and to enhance their unique sense of place.

The design details of new roads and junctions and the use of materials should be in visual harmony with the character of the specific part of Whitmore Parish in which the development is to be located. For instance, the materials used should be traditional or reflect the local vernacular and, where kerbs are absent, they should not normally be introduced.

Guidance Note 11: Residential Roads

Developers should apply the design principles and standards contained in the "Staffordshire Residential Road Design Guide 2000" to improve the quality of the environment of new residential areas and to enhance their unique sense of place.

The design of new roads and junctions should be designed to be in visual harmony with the character of the specific part of Whitmore Parish where they are to be located and the materials used should be traditional or reflect the local vernacular.
